"Time Tax"

What Jacquline Dowd said over at the 13th juror:

"Many poor and black communities are so bereft of services and retail that residents are forced to pay what could be called a "time tax" -- either extra money or loss of personal time -- to access basic services."

Update: This is so relevant to our recent Mayoral election here in Jacksonville. I'll post more on this later (possibly tomorrow) as to how this merges with reasons for the 24% vote Ms. Brown received. (Depending on my mood regarding the Gators tonight. GO GATORS!)
